The Kyoto University Center for Interdisciplinary Studies of Law and Policy (KILAP) will host the Summer Program on Governance Innovation, exploring new governance models that can make our society more human-centered, democratic, and sustainable through innovation.

  • Practical experience in law, public policy, risk management, engineering, or other related areas for 5+ years.

For information, the diverse backgrounds of previous participants include legal and public relations professionals from private sectors, policy analysts from international organizations, data and AI governance consultants, practicing lawyers, academic researchers from universities and research institutions, as well as national government officials, among others.

Program Description:
The Kyoto University Center for Interdisciplinary Studies of Law and Policy (KILAP) is pleased to announce the launch of the 2024 Summer Program on Governance Innovation. This program, to be held from July 9 to 12th, 2024, will delve into critical discussions surrounding governance of Artificial Intelligence (AI), data, and other cutting-edge technologies, focusing on fostering responsible, human-centered, and democratic innovation.

In an era marked by rapid advancements in AI technology, stakeholders across the private sector, national governments, and international organizations must gain a comprehensive understanding of the intricate dynamics and far-reaching implications of AI governance. Digital technologies leveraging AI and data offer unparalleled benefits to our society, offering solutions to challenges such as healthcare disparities, educational access, sustainability, public safety, worker shortages, and economic inequality, among others.

However, digital technologies also raise significant concerns, including risks to safety and security, privacy breaches, job displacement due to automation, and widening social divides caused by biased systems and algorithms, as well as unequal access to technology. As we integrate these breakthrough technologies into various aspects of our economies and lives, it is crucial to address these issues to ensure that their benefits align with fundamental values like human rights, democracy, the rule of law, and sustainability.

To achieve this goal, current governance frameworks face significant challenges, including inflexible regulations, opaque governance of digital systems, and a lack of global harmonization of rules. These obstacles to effective regulation highlight the urgent need to develop innovative governance approaches that effectively address the issues of complexity and speed while safeguarding fundamental values.
Aligned with global initiatives and concerns, discussions on governance innovation are taking place worldwide, with organizations like the G7, OECD, and the World Economic Forum actively exploring agile, multi-stakeholder governance methods. Similarly, the Japanese government leads this movement with white papers on governance innovation and agile governance, alongside comprehensive regulatory reform endeavors and pragmatic business guidance.

Responding to the burgeoning need for innovative governance solutions, the Kyoto University Center for Interdisciplinary Studies of Law and Policy (KILAP) is proud to host the 2024 Summer Program on Governance Innovation. Held in a heritage building in the heart of historic Kyoto, this program offers a unique opportunity for participants to engage with international professionals at the forefront of strategic governance projects. 

Our speakers are world-class leading experts from various fields, including government, corporations, international organizations, academia, and legal practice, gathered from countries worldwide. The program’s agenda will delve into critical themes such as regulation, corporate governance, the intersection of law and economics, litigation systems, and public-private partnerships, adopting a cross-disciplinary approach and viewing these subjects from agile and multi-stakeholder perspectives.

This immersive program offers a unique blend of practical learning experiences. Renowned experts from diverse public and private sectors will share their insights addressing both specific projects and broader global trends.
